In the name of members of informal network of NGOs „Stonger voice for children“, that is fighting for protection of rights and improvement of life for children in B&H, we want to adress to public and institutions in B&H, regarding cruel murder of four-year old boy from Hadžići, who lost his life as a consequence of domestic violence, but also as a consequence of indifference of whole society and disordered child care system.

We are drawing the attention of public on some crutial facts in this horrific familly drama:

  • Center for social work had data about dysfuncionality of this familly with two minors, and did  nothing, not even some supervising refering  to unfinished judicial proceeding, and showed essential disinterest and unconcern for children in this familly;
  • Doctors who were dealing, even before, with murdered boy and were healing his injuries, did’n dedicated themselves niether to this child nor to his mother who brought him, and with that they showed essential disinterest and unconcern for this child;
  • Religious official to whom this child is brought tourchered and abused, child that could’n stand on its feet, send home this boy along with his mother saying that the he has been under woodo, showing essential disinterest and unconcern for this child;
  • Mother, stepfather drug addict, grandparents, his closest continuously abused this helpless child, without any consequences;
  • People who knewed child and familly, or lived nearby, said that they did not understand what was happening and that child was visibly deterioratering phisically for some tome, they wew silent, showing essential disinterest and unconcern for this child;

Competent institutions, local community, neighbours and acquaintances had to be faster and louder, because if they were, today this boy would be alive.

All of them violated not only all human and ethical normes, but the existing laws.

We remind the public that the UN Convention on the Rights of the Child is the anex of B&H Constitution, that B&H is a signatory of many other conventions which expressly prohibit violence against children, that B&H has an Action plan for children and Strategy of fight against violence on children, that there are protocols about behaviour in case of violence against children, that every citizen has legal obligation to report violence against children when they notice it or susspect on it. All these documents and regulations are melting in the essential disinterest for children that we are, as a network of organizations that work on promotion of child rights and fight against violence on children, very ofthen discouraged and powerless to bring, with our work and dedication , to a quality systematic changes in society.

If we all continue to behave in such way that we support essential disinterest for children, than we should not be surprised and shocked by destinies of so many children that, while you are reading this, somewhere in your area are suffering violence and various kinds of tortures, which will leave permanent and indelible consequences for the whole life, or maybe that life will be, like in this case, ended too soon.

We remind the public on their legal obligation to report the violence, we remind governments that in social and health care of children must be invested more and that it has to develop so that it could be capable to respond to all problems that childrean are facing with, and esspecially children victims of violence or the ones that need special kind of help. We remind that little Smajo ćesir is not the only nor the last victim of violence.

He needs to be our guide, his sacrifice way, so that no child, never again, could be mistreated this way and be left by all, on mercy and disgrace of these sick people that are dangerous for themselves and for their environment, and that who also weren’t taken care of  in accordance with their situation

Did we failed as humans on this exam? Did the state and their institutions failed, for the umpteenth time?

Apsolutelly, yes!
